Attorney Osborne has over three decades of progressive experience as both an accomplished United States naval officer and U.S. Diplomat. He retired at the permanent rank of Commander after having served more than 25 years in uniform. Following his naval career, Attorney Osborne was appointed a United States Diplomat. He has served as a legal advisor to multiple U.S. government agencies and Counselor to private sector organizations. Attorney Osborne has extensive experience in international relations, negotiations, criminal defense, family law, U.S. immigration law, and military law. He served as U.S. reporting official for national criminal trials of insurgents captured during multi-national operations. Attorney Osborne has successfully negotiated numerous international multi-lateral agreements and has served as a Senior Advisor to multiple U.S. Ambassadors at U.S. Embassies worldwide. Successfully investigated and prosecuted numerous drug possession, child pornography, and fraud cases. Provided litigation support to the Office of the Navy Surgeon General on multimillion-dollar wrongful death and medical malpractice claims. Early in his legal career, he served as Legislative Affairs Advisor to the 1st U.S. Congressional District for the State of Tennessee.
During his time as a Naval Officer, he served as an Intelligence Officer aboard the USS Dwight D. Eisenhower; Legal Affairs Advisor to the North Atlantic Treaty Organization (NATO); Naval Attaché to the U.S. Embassy Jakarta, Indonesia; and Senior Military Advisor to the Navy Inspector General, Chief of Staff and Commanding Officer of the Navy Expeditionary Warfare Command. As a U.S. Diplomat, he served in the Bureaus of Western Hemisphere Affairs, Consular Affairs, International Security and Nonproliferation, and Near East and South-Central Asia Affairs.
Attorney Osborne holds numerous academic degrees including a Master of Business Administration, a Juris Doctor, and a Master of Laws in National Security and U.S. Foreign Relations Law from The George Washington University School of Law. Attorney Osborne attended the U.S. Naval War College where he studied a U.S. inter-agency approach to National Security and International Affairs.

Attorney Osborne has authored numerous scholarly papers for publication regarding the non-proliferation of nuclear weapons, international Rule of Law, and rebuilding critical governmental infrastructures overseas. He served as an adjunct professor at the U.S. Foreign Affairs Institute and has guest lecturer at numerous colleges and universities. Attorney Osborne is licensed to practice law in the Commonwealth of Kentucky and is admitted to practice before the Supreme Court of Kentucky, the U.S. District Court for the Eastern District of Kentucky, and the Supreme Court of the United States of America. Attorney Osborne continues to hold a Top-Secret United States Government Clearance.
